Biblio­met­ric metada­ta on scien­tif­ic publi­ca­tions provide unique, large-scale insights into the science and innova­tion system. Biblio­met­rics devel­ops specif­ic methods and indica­tors for analyz­ing this system and is support­ed in Germany by the Kompe­ten­znet­zw­erk Bibliome­trie (KB). The KB collab­o­ra­tive­ly devel­ops and operates a data infra­struc­ture within and for the network, supports its use for research and report­ing through capac­i­ty build­ing, and fosters knowl­edge exchange among users. The open network brings togeth­er more than 25 insti­tu­tions from various fields – includ­ing infor­ma­tion science, sociol­o­gy, econom­ics, and comput­er science. In addition to support­ing and enrich­ing biblio­met­ric research, the KB also aims to promote knowl­edge trans­fer through biblio­met­ric reports and monitor­ing activ­i­ties for stake­hold­ers in the science system. BIBLIOMETRIC DATA AND ANALYSIS

Biblio­met­ric data is often used in an evalu­a­tive context to analyse and compare the impact of, for example, organ­i­sa­tions or research groups, countries or other entities on the basis of publi­ca­tion and citation data. Howev­er, the size and quali­ty of biblio­met­ric databas­es also enable a wide range of other analy­ses of the charac­ter­is­tics and dynam­ics of the scien­tif­ic system. One example of a monitor­ing tool based on the infra­struc­ture of the compe­tence network is the OA Monitor, which supports analy­ses of the trans­for­ma­tion of the German publi­ca­tion system towards open access and thus provides evidence for control and gover­nance processes.
