Bibliometric metadata on scientific publications provide unique, large-scale insights into the science and innovation system. Bibliometrics develops specific methods and indicators for analyzing this system and is supported in Germany by the Kompetenznetzwerk Bibliometrie (KB). The KB collaboratively develops and operates a data infrastructure within and for the network, supports its use for research and reporting through capacity building, and fosters knowledge exchange among users. The open network brings together more than 25 institutions from various fields – including information science, sociology, economics, and computer science. In addition to supporting and enriching bibliometric research, the KB also aims to promote knowledge transfer through bibliometric reports and monitoring activities for stakeholders in the science system. BIBLIOMETRIC DATA AND ANALYSIS
Bibliometric data is often used in an evaluative context to analyse and compare the impact of, for example, organisations or research groups, countries or other entities on the basis of publication and citation data. However, the size and quality of bibliometric databases also enable a wide range of other analyses of the characteristics and dynamics of the scientific system. One example of a monitoring tool based on the infrastructure of the competence network is the OA Monitor, which supports analyses of the transformation of the German publication system towards open access and thus provides evidence for control and governance processes.
